This section is intended for individuals and legal entities acting as sellers of property put up for electronic auctions, held in the form of an ascending/descending auction, commercial tender, or competition.
In addition, through this section one can enter, modify, and view information and materials on sale objects, including property valuation reports, as well as familiarize themselves with announcements of upcoming auctions conducted in accordance with the procedure and deadlines established by the Rules for the Sale of Privatization Objects (approved by the Resolution of the Government of the Republic of Kazakhstan of August 9, 2011 No. 920) and the Regulations for Conducting Electronic Auctions for the Sale of Property on the State Property Register web portal (approved by the decision of the Board of Directors of JSC "Information Accounting Center", hereinafter – the Organizer).
To use this section, sellers must:
1) independently register using an electronic digital signature (EDS), issued by the National Certification Authority of Kazakhstan;
2) enter/update the seller’s bank account details for the buyer’s payment of the sale price and for settlements with the Organizer;
3) sign an electronic application for registration in the System, by which the seller confirms their agreement with the Regulations and the standard contract for the provision of electronic services for conducting auctions on the state property register web portal (hereinafter – the Agreement);
4) pay the Organizer a one-time fee for access to the functionality for organizing and conducting electronic auctions (hereinafter – the System). The fee is 20 monthly calculation indices in accordance with the Price List approved by the decision of the Organizer’s Board of Directors;
After the seller signs the electronic application for registration in the System, the Agreement is considered signed by the parties, enters into force, and the seller is granted the opportunity to:
1) register in the System an electronic order for the sale object to enter property data into the database. This order is checked by the Organizer for errors and compliance with the Regulations, and after approval – the information is published in open access on the electronic resource "Electronic Database of Sellers and Their Property" (hereinafter – the Resource);
2) upload to the "Electronic Dossier" of the sale object scanned copies of the following documents: property valuation report; title documents; at least 5 photographs;
3) register in the System an electronic order for the auction to enter into the database a notice of the upcoming auction. This order is checked by the Organizer for errors and compliance with the Regulations, and after approval – the auction notice is published in open access on the Resource.
Based on the results of the auctions, the System automatically generates the following documents, which are signed by the seller using the EDS:
1) either an Electronic Protocol on the auction results – on the day of the auction (for the sale of state and non-state property) or within 24 hours after the end of the auction (for the sale of debtor’s/bankrupt’s assets);
2) or an Act of an Unsuccessful Auction – within 24 hours after the date and time of the auction indicated in the auction notice;
3) or an Act of Cancellation of Auction Results (if the auction winner refused to sign the electronic protocol of the auction results) – after 24 hours from the end of the auction;
4) or an Act of Cancellation of Auction Results (if the auction winner refused to sign the purchase and sale agreement within the deadline set by the Regulations) – within 10 calendar days after the end of the auction;
